Mortal Kombat 9: Why didn't Xbox 360 get exclusive Kharacters?

I understand that Kratos can't be on Xbox 360 due to millions of reasons (kopyright for one - see what I did there?!) but how come Xbox 360 didn't get anything? There's so many Kharacters that could have had a storyline fused into the MK universe in the same way Kratos and Freddy Krueger have had. I've thought of a few examples:



Spawn - They could easily tie his storyline with that of Mortal Kombat's, similar to his part in Soul Calibur II for original Xbox.



Altair or Ezio - Again, simple way of tying one of them into the MK storyline, although he's on PS3 (AC) it would be nice.



Skorge (GOW2) - Perfect for MK style of gameplay, although his storyline would be kind of difficult to add to the MK universe.



Cyber Agent - A twist between Crackdown 2's Level 6 agent and the Lin Kuei with the Cyber Tech.



Riddick - Fits the game in every way, would be a nice addition but probably better as DLC for both consoles.
